well-organized manner.Conduct a desk study of disaster and crisis management systems (including civil protection) from other countries as well as review of the international protocols with a view to share best practices with the KRI stakeholders and propose models for consideration;Through a series of consultative activities, capture the perspectives, understandings and recommendations of the KRI experts, stakeholders and departmental representatives in order to reach agreement on a proposed disaster and crisis governance system for the KRI;Facilitate seminars and round-table discussions to present the core concepts, structures, models and best practices from other countries and brainstorm about possible options for the KRI;Work closely with the other two members of the study team (international and national legal and policy specialists), and the DG JCC to reach a common understanding about the institutional and legislative system for KRI by taking into account stakeholder inputs and recommendations;Lead the team in analysis of geopolitical, administrative, cultural and socio-economic factors influencing disaster and crisis management in the KRI context;Based upon findings of the team, recommend one or two models of multi-stakeholder institutional architecture for an effective disaster and crisis management system for the KRI;Present the proposed institutional architecture in the stakeholder workshops and through facilitating discussions and negotiations help the stakeholders to reach consensus on one model, including a consensus on roles and responsibilities of ministries, departments, governorates, local governments and other stakeholders;Present the agreed institutional architecture to senior policy makers as required;Modify and finalize the proposed architecture based upon feedback from the senior policy makers;Report on the proposed best practices and international protocols for disaster and crisis risk management based upon desk review and experience of the consultant;Consolidated report of the findings and recommendations of all desk studies under the four study components.Consolidated report on the stakeholder consultations conducted under four components of the study – describing the comments and recommendations received from each stakeholder and how they were addressed in the production of the proposed blueprint for disaster and crisis management system;Finalized draft of the proposed disaster and crisis management system for the KRI, including the disaster and crisis management law;The consultant
